Political Parties.
Parties are organizations that start at the local level and expand to the State and Federal Level. What is decided on at the local or precinct level is promoted at the county level and what is accepted is promoted to the State level. The State platform is made up of stances on positions at the county level. Once every 4 years the National Political Party builds a platform that is a result of what was passed at the State level. At least to some degree.
When someone says "My voice or vote doesn't make any difference", invite them to a local party meeting. They will quickly change their minds and understand they can make a difference.
